ESA Administrative Agreement

The Safety and Consumer Statutes Administration Act

ESA operates as an Administrative Authority for the Ontario government. The Safety and Consumer Statutes Administration Act, 1996 sets the legal framework for this role.

The Ministry of Public and Business Service Delivery (MPBSD) reports and responds to the Legislature for ESA's activities. The Ministry is also responsible for ESA fulfilling its statutory (or legal) mandate.

The Administrative Agreement is the contractual agreement between the Ministry and ESA. It sets out:

  • The matters the Minister considers necessary for proper oversight.
  • The framework for oversight.
  • The roles, duties and responsibilities of the Minister and ESA to administer the Act and regulations.

It also clarifies the working relationships between the parties.
