Risk-based Oversight Information for Municipalities

Starting July 6, 2020, ESA will look at the risk involved in electrical wiring work to determine when to visit a site. We call this "Risk-based Oversight" (RBO). This means spending more effort on high-risk electrical wiring work and less on low-risk work, without compromising safety.

All electrical contractors will operate under this system in early 2020. ESA will no longer administer the Authorized Contractor Program (ACP). This may affect how municipalities hire or recommend electricians and Licensed Electrical Contractors.

Risk-based Oversight (RBO) and what it means for municipalities

On March 29, 2019, ESA held a webinar for municipalities on Risk-Based Oversight. The one hour-long webinar introduced RBO and ESA’s plans for implementation, followed by a Q&A session. The audience included municipal staff responsible for hiring Licensed Electrical Contractors/Electricians, since RBO may affect procurement.
