Electrical Plan Review

Plan review for a proposed electrical installation is a review and audit for compliance with the Ontario Electrical Safety Code. The plan review does not approve or certify electrical plans. It is not a substitute for the work of a Professional Engineer.

Electrical work may not start until plans have been reviewed when the installation involves any one of the following:

  • a three-phase consumer service or standby generation, equal to or over 400 amp circuit capacity
  • a single-phase consumer service or standby generation equal to or over 600 amp
  • a feeder greater than 1000 amp
  • an emergency power supply for life safety systems (see Section 46), excluding unit equipment
  • consumer-owned electric power generating equipment or energy storage systems, with a rating in excess of 10 kW (Micro Size) as defined by the Ontario Energy Board, and operating in parallel with a supply authority system
  • any installation operating in excess of 750 volts, except:
    • installations of pole lines exclusively within the scope of Section 75
    • that portion of an underground installation between a supply authority-owned transformer and the related supply authority-owned switch
    • equipment replacement as described in Rule 2-010 2) c) and Bulletin 2-11-*

Submitting a Plan Review

The following are the general requirements for filing a plan review:

  1. Obtain a copy of the Plan Review submittal form.
  2. If project involves a Grounding Study then you must also obtain a copy of the Grounding Study Submittal Form. Get the Grounding Study Submittal Form here.
  3. Complete the “Submittal Form” and if applicable the “Grounding Study Submittal Form”. These forms must be completed as per their instructions. If they are not complete, your submission will not be registered or reviewed.
  4. The submittal form is made up of 2 pages:

    Page 1 contains information specific to the project and must be completed in its entirety.

    Page 2 is a checklist to ensure the proper drawings and documents are included. The first item is a single line diagram -- there must be a single line diagram included in every submission. The remainder of page 2 is used to indicate the project type. For example, if the project was a new health care facility with its own stand-by generation, you would complete and include the information from the following sections: New Construction, Stand by Generators and Life Safety Loads and Health Care Facilities.
  5. The complete package must be sent to the plan review office by one of the following methods: in person, by courier, by email or by fax.

  5. For packages submitted in person, by mail or by courier, we require one set of documentation as detailed in the plan review bulletin.

This documentation must also contain the ESA Plan Review Submittal Form and Checklist. All drawings submitted must be full size as originally created. We will not accept drawings reduced in size. We will also not accept any documents that are non-legible. (See Note 3)

Note 1:

Packages sent by email must adhere to the following requirements. Any email submissions exceeding these requirements will be rejected.

  • Drawings will only be accepted in PDF format
  • Maximum of 5 drawings
  • Maximum size of drawings to be 11x17. This size must be the native size of the drawings. Drawings reduced in size will not be accepted
  • Maximum of 5 accompanying documents
  • Total size of submission shall not exceed 10MB or exceed 10 pages.

Note 2:

Packages sent by fax must adhere to the following requirements. Any fax submission exceeding these requirements will be rejected.

  • Maximum of 5 drawings
  • Maximum size of drawings to be 8 1/2 x 11. This size must be the native size of the drawings. Drawings reduced in size will not be accepted
  • Maximum of 5 accompanying documents
  • Total size of submission shall not exceed 10 pages

Note 3:

If you choose to provide a hard copy submission, please do not use form, checklist or any other related documents as packing slip for your submission. Items taped to the exterior of a submission may become damaged when removed and as a result your submission may not be registered.

We will no longer be accepting drawings submitted by CD Rom or any other recordable media
