To assist in preventing any potential electrical hazards from street light assets, ESA invited street light asset owners to a symposium on street lighting issues. The intent of the symposium was to provide further information to street light asset owners and to provide a forum for asset owners to ask questions and learn from the experiences of other municipalities.

In March 2005, the City of Boston appointed a Joint Task Force to examine the issue of Electrical Safety that had a particular focus on stray voltage.
The Joint Task Force on Electrical Safety examined the issues surrounding the electrical infrastructure in the City of Boston. They began with a comprehensive inspection program of all electrical equipment on city streets and sidewalks, and tested a vast majority of that equipment using voltage indicators.
The Task Force issued a comprehensive report in July 2005 containing a series of 15 specific recommendations for the prevention and detection of electric safety issues.
